I reformatted my sd card back in august and spent a week trying to fix this issue but ended up giving up and sticking to 1.5 update. Then recently I tried getting 1-2 switch to work and the same thing happened. Doing the standard crypto install fixed both BOTW and 1-2 switch, so thank you so much!
