I wouldn't worry about it too much. I don't think Dark Moon Greatsword is op. It's a fan favorite, and the weapon art is similar to Moonveil (and Moonveil is op/very strong, no questions asked), also it's INT, and the current hivemind seems to be "INT=OP" so that's why I think people claim it to be op. Ruins Greatsword is incredible for PvP! I was trying the grafted blade +9 and the damage is not good enough on my strength build. It’s definitely good. I’m dual wielding it with another int scaling special Greatsword, it does solid damage and the beam attack is really useful against some enemies. The main downside is that the scaling falls off a cliff at an int of higher than 50, I’m at a full +10 on it at 50 int and going to 51 gets me a single point more damage ... The one handed attacks are good and the weapon art will be more fp efficient than anything else (theoretically at least, if you can hit enemies with the beam).
