If the motor cranks when you jump it there are a couple of things that it could be, a bad 20 amp fuse, starter solenoid, ignition switch, safety neutral switch, or bad wiring. Seems that the fuel primer/enrichment solenoid was shot and was pumping gas into the carb all the time. Hose pressure is forcing water up through the engine, not the water pump. The water pump should be the FIRST thing to look at whenever there is any sign of overheating.
